Questions

Will the quality get worse?

At “Optimal” — barely: only photos inside the file are compressed, text stays sharp and selectable. “Strong” makes photos slightly softer.

What does “Maximum” do?

It turns pages into images: the smallest file, but text can no longer be selected or copied.

Why didn’t the file get smaller?

If it has few photos or was already compressed, it won’t shrink further — the tool will tell you so.
